Reporting of Misconduct

Anyone can safely report, at any time, a wrongdoing committed within or against an organization such as the Clinic to the Protecteur du citoyen. The Act Facilitating the Reporting of Wrongdoing in Public Bodies, which has been in effect since May 1, 2017, is the legislation that allows for such reporting.

On May 29, 2024, the Act enacting the Act respecting protection against reprisals related to the disclosure of wrongdoing and amending other legislative provisions was adopted by the National Assembly. This Act aimed, on the one hand, to simplify and streamline the mechanism for reporting wrongdoing and, on the other hand, to strengthen the protection regime for individuals who are victims of retaliation related to a report.

Have you witnessed a wrongdoing?

You can safely report it to the Protecteur du citoyen.

Here are the types of wrongdoing covered by the Act:

  • A violation of a law or regulation applicable in Québec
  • A serious breach of ethical or professional standards
  • Misuse of an organization’s funds or property
  • A serious case of mismanagement or abuse of authority within an organization
  • An act or omission that seriously harms, or is likely to seriously harm, the health or safety of a person or the environment
  • Ordering or advising a person to commit a wrongful act

As a victim of alleged retaliation, you may be eligible for mediation or representation services from the Protecteur du citoyen.
